    Beyond the State Line: How DOTs Are Modernizing the Local Agency Relationship
    Local agencies deliver a share of federally or state funded infrastructure, but most state DOTs still manage that relationship through spreadsheets, email chains, and manual compliance checks. The result can be slow reimbursements, audit exposure, and frustrated local partners who disengage from certain programs entirely. This panel brings together state DOTs at different points on that modernization curve to talk candidly about what it actually takes to extend program management discipline to the local level. The conversation will cover how each agency approached the problem, what resistance they encountered internally and from local partners, and what's measurably different now in how they deliver oversight, technical assistance, and compliance tracking across their local program.
