How Aurigo's capital planning system handles $52 billion in projects for Canada's largest infrastructure program

The Ministry of Transportation, Ontario (MTO) oversees planning, engineering, construction, and maintenance of highway infrastructure across Canada's most populous province. With 24,000+ lane-miles of highway, 2,800+ bridges and structures, and 29 remote airports, MTO invests billions annually to move people and goods safely and efficiently.

Problem at scale

MTO's manual capital planning process could not keep pace with business requirements or the need for financial control. Project details were maintained across different worksheets and depended on manual data entry. The process was inflexible, error-prone, and nonscalable.

MTO needed a customizable COTS capital planning solution to manage its annual budget for expansion and rehabilitation projects, including:
  • Multiyear capital planning
  • Budget allocation, approvals, and authorization
  • Forecasting for each program, project, and cost center
  • Cash flow and expense management
  • Project monitoring, reporting, and resource optimization

Aurigo's approach

Launched in 2013, Aurigo's capital planning solution gave MTO a complete forecasting, scheduling, and budgeting engine with reengineered end-to-end workflows to manage the entire capital program lifecycle. Aurigo replaced the Ministry's existing system and consolidated the team onto a unified platform, creating a single source of truth.

The solution delivered automated workflows for reviews and approvals, what-if analysis, multiyear outlook, expenditure curves, fund status, and real-time analytics. A new MTO data hub enabled import and export of data across multiple external systems, with seamless integration for location and expense management.

The decade-long relationship between MTO and Aurigo has allowed the Ministry to monitor progress efficiently and improve capital program health.
