The City of Eugene managed its own complex, multitier network with over 100 servers in a primarily Microsoft technical environment. The Engineering team relied on more than eight homegrown and legacy software applications for capital program management, including CAMS, CivicBid, PEPI, SPA, PeopleSoft Financials, ESRI ArcMap/ArcGIS, Laserfiche, MYFP/CIP, and job costing databases. These disconnected point solutions created significant operational challenges across the full lifecycle of capital projects. Staff time was consumed by manual data entry, reporting was fragmented, financial planning was siloed, and there was no centralized view of project data. To address this, the City needed to:

Aurigo's approach
The City of Eugene Public Works issued an RFP for a Commercial Off-the-Shelf (COTS) Capital Project Management Software solution, with the specific request to replace the CAMS application and integrate all remaining legacy applications. Seven vendors submitted proposals presenting a combination of hosted and on-premise solutions.
The evaluation team consisted of a cross-section of experts from capital project management, financial accounting, engineering application implementation, and IT departments. Evaluation criteria included product features, technical requirements, services, company, pricing, and sustainability.
A key requirement was that the winning vendor have a product enhancement strategy that factors in customer needs without relying on software customization. Aurigo invests tens of millions of dollars into research and development to keep Masterworks aligned with customer needs. Aurigo configures rather than customizes the software, allowing the system to meet requirements without altering the underlying code.
Aurigo Masterworks scored significantly higher than e-Builder, CIP Planner, and PM Web across all criteria. Because of integration and compatibility concerns with the Microsoft environment, Oracle-based solutions were not shortlisted.
