Fort Bend County managed capital project data across Excel spreadsheets, an Access database, and paper files. Project managers stored personal files and communications on individual work desktops, creating a fragmented and nonintegrated environment. Document management was equally disorganized, with filing cabinets, a digital archive, and an electronic filing system operating independently. Teams relied on paper-based workflows and printed spreadsheets from multiple sources to track projects in various stages of design or construction.
