Pinellas County's contract management process was adequate but cumbersome, lacking automation and sophisticated reporting capabilities. The estimation, bidding, and contracting process involved excessive back-and-forth, with too many manual steps leaving the team open to errors and rework. Generating pay applications for contractors was time-consuming due to the absence of a single repository for contracted work and associated change orders.
